What the evidence supports

Supported

Trump won Iowa in 2016, 2020 and 2024, receiving his largest Iowa vote total in 2024.

Trump made this bounded Iowa claim at the Dubuque rally. Official state results show his three statewide wins; the Iowa secretary of state reports 927,019 votes for Trump in 2024, above his earlier Iowa totals. This does not imply that he won all three national elections.

False

Trump won the 2020 presidential election, which was rigged against him.

At the Dubuque rally, Trump again said he won the 2020 election and that it was rigged. The certified Electoral College result was Biden 306, Trump 232; the objections to state votes were rejected by Congress. Federal election and law-enforcement reviews found no outcome-changing manipulation. His separate Iowa win does not change the national result.

Donald J. Trump
Unresolved

Protesters at Trump's Dubuque rally were paid $250 by George Soros.

Trump made the specific payment and funder allegation after an interruption. The transcript documents the allegation, and reporting documents the interruption, but the reviewed record supplies no payment, organizer or donor evidence identifying the protester. The claim remains unverified; absence of proof alone does not establish that no payment occurred.

These full-text records were checked for testable factual claims. A verdict appears above only when corroborating evidence supports one.

Bottom line

Three attributable claims are assessed: one Supported, one False and one Unresolved. Iowa's official vote record supports the bounded state claim; the certified national 2020 result contradicts Trump's assertion of victory. The specific $250 protester-payment allegation lacks corroborating evidence. Four complete Trump-participation transcript records are indexed. Rally schedules and campaign forecasts are not treated as assessed claims.
