What the evidence supports
The Thacker Pass project is one of the largest lithium-mine developments in North America.
The Energy Department has described Thacker Pass as holding North America's largest proven lithium reserves. The project is in northern Nevada and is being developed by Lithium Americas with General Motors; the U.S. government also holds minority stakes in the company and project.

The car-loan-interest deduction is limited to vehicles made in America.
IRS guidance confirms that qualified passenger vehicles must have final assembly in the United States. The deduction also has a $10,000 annual cap and income phaseouts, but Trump's narrower made-in-America condition was accurate.

AP's follow-up Fact Focus found that monthly goods exports did reach a record in April and that first-half goods exports were on pace for a record annual total. But the latest June data had already fallen from that peak: total exports declined 0.9% from May, the three-month average slipped, and goods exports remained well below imports. The speech presented an earlier peak and an annualized projection as the current level while omitting the subsequent decline.
